The Clarke County Board of Supervisors, the Clarke County Conservation Easement Authority, and one or more other public or nonprofit entities – such as the Land Trust of Virginia, the Virginia Outdoors Foundation, or the Piedmont Environmental Council – will hold the easement. Occasionally, easements are co-held with the Virginia Outdoors Foundation.
